What to expect
“Dark Days” is a discussion-based exercise designed to improve how information and decisions flow across Oregon’s energy, telecom, water, healthcare, public safety, and government stakeholders during an extended disruption to critical infrastructure. We will explore triggers for action, authorities, interdependencies, cascading impacts, and resiliency measures—emphasizing practical communication and coordination.
Who should attend

Leaders and practitioners directly involved in planning and incident decision making—e.g., Emergency Managers, Operations Managers, CIOs/CISOs, and others intimately familiar with agency/organizational plans (IRPs/DRPs/EAPs/BCPs). Please limit attendance to the requested group. Please keep in mind, we will be limited due to venue size, and you may be asked to refine your attendee list if we reach capacity.

Operation Winter SHIELD
The FBI is launching Operation Winter SHIELD, which translates that perspective into action: we’re sharing the top ten controls organizations can implement today to deprive the **PRC, Russia, Iran, North Korea**, and criminal enterprises of easy access to their systems. Our cyber mission gives us a perspective few others have.
Time and again, we see actors compromise a single entity, often with cascading impact to hundreds of other organizations and millions of Americans. Industry data shows supply chain compromises take an average of 267 days to detect and contain—nearly nine months of adversary access before defenders know they’re there. These are the kinds of gaps we’re trying to close.
